The Ninth Provisional Council of the Missionary Area of Macau met at St. Paul's Church on 15 July. New committee members and office-bearers were elected, and a motion regarding observers was passed. Archbishop Paul Kwong, who chaired the council, appreciated the councillors’ maturity and reaffirmed that the Missionary Area would develop into a diocese or a missionary diocese.

The original motion was proposed by St Paul’s Church, Macau. It was amended at the meeting to read: “That the Chairperson of the Council Meeting be requested to invite each parish or mission church to nominate two registered members to attend meetings of the Provisional Council as observers, who may speak upon the invitation of the Chairperson of the Council Meeting but shall not enjoy the right to move a motion, to second a motion, or to vote.” The motion was adopted in its amended form.

The council also discussed the implementation of the Hong Kong Sheng Kung Hui Church Policy Paper. Dean Samson Fan, Dean Matthias Der, and Fr Chan Kwok-keung sat in on the meeting as members of the policy paper’s steering committee and encouraged clergy and council members to spread the message in the policy paper.
